If you utilize a non-relational database and have to do data processing and searching in your code, that is an excellent reason not to raise an exception. Another scenario is when you use a linq query to mix data from many sources, such as an XML document, a database, and an in-memory data structure, and you anticipate that your code would only read from these sources and do all processing.

But you should always toss when you just aim at relational databases.
