È collegato all'EF Core non EF6, sembra che ci sia un bug nella versione 2.1.0.preview1-final.
- Controlla la versione che stai usando con dotnet ef --version
- Eseguire il downgrade alla versione Microsoft.EntityFrameworkCore.Design 2.0.1.
