DbContextOptionsBuilder non contiene una definizione per "UseSqlServer"

Ora voglio iniziare dicendo che ho già controllato tutti gli articoli molto simili che sono stati pubblicati su questo argomento e nulla ha risolto il mio problema finora.

Sto cercando di configurare Entity Framework per .NET Core e continuo a ricevere un errore quando provo ad accedere al metodo 'UseSqlServer'. Secondo gli altri articoli che ho letto, questo è in realtà un metodo di estensione definito in Microsoft.EntityFrameworkCore ... Ho aggiunto manualmente dei riferimenti a questo e posso confermare che non ha risolto il mio problema.

La classe che è interessata è molto semplice:
